Can you bake with waxed paper?

What waxed paper is for

The paraffin coating makes the paper work as a barrier against moisture and grease. That is why it is used to wrap, separate, or store foods under conditions compatible with its technical data: wraps, cookie interleaving, or surface protection.

Its role is packaging and protection, not cooking.

What happens if waxed paper goes into the oven

Oven heat can soften or degrade the coating, with the risk of it transferring to the food or the paper sticking to the batter and tearing when unmolding. The result depends on temperature and time, but no waxed paper should be assumed oven-safe.
